In the past, many have perished due to excessive enforcement of laws; figures like Feng Jing and Guo Kui have caused chaos with their excessive enforcement of laws, and yet our nation was not in danger. Those who currently enforce laws excessively have not harmed our nation. I have heard that in the past, many have perished due to excessive changes in governance; Emperor Taizong of Tang implemented changes in governance, yet our nation was not in danger; Emperor Zhenzong of Song implemented changes in governance, yet our nation was not in danger; Emperor Taizong of Ming implemented changes in governance, yet our nation was not in danger.   某启:昨日蒙教,窃以为与君实游处相好之日久,而议事每不合,所操之术多异故也。虽欲强聒,终必不蒙见察,故略上报,不复一一自辩。重念蒙君实视遇厚,于反复不宜卤莽,故今具道所以,冀君实或见恕也。

  盖儒者所争,尤在于名实;名实已明,而天下之理得矣。今君实所以见教者,以为侵官、生事、征利、拒谏,以致天下怨谤也。某则以谓:受命于人主,议法度而修之于朝廷,以授之于有司,不为侵官;举先王之政,以兴利除弊,不为生事;为天下理财,不为征利;辟邪说,难壬人,不为拒谏。至于怨诽之多,则固前知其如此也。

  人习于苟且非一日,士大夫多以不恤国事同俗自媚于众为善。上乃欲变此,而某不量敌之众寡,欲出力助上以抗之,则众何为而不汹汹然?盘庚之迁,胥怨者民也,非特朝廷士大夫而已。盘庚不为怨者故改其度,度义而后动,是而不见可悔故也。如君实责我以在位久,未能助上大有为,以膏泽斯民,则某知罪矣,如曰今日当一切不事事,守前所为而已,则非某之所敢知。

  安石启:昨日承蒙您来信指教,我私意以为跟您友好相处的日子很久了,但讨论国事往往意见不同,这是由于所采取的政治主张和方法不同的缘故。我虽然想硬在你耳边罗嗦(强作辩解),恐怕结果一定不会得到您的谅解。后来又想到您看待我一向很好,对于书信往来是不应简慢无礼的,因而我在详细地说出我所以这样做的理由,希望您或许能够谅解我。

  我们读书人所要争论的,特别是在“名称”(概念、理论)与“实际”是否符合上。“名称”与“实际”的关系明确了,天下的真理也就有正确的认识了。现在您所用来教诲我的,是以为我“侵官”、“生事”、“征利”、“拒谏”,以致天下的人都怨恨和诽谤我。我却认为接受皇上

的命令,议订法令制度,又在朝廷上修正、决定,交给主管官署却执行,不算是“侵官”。发扬(恢复)前代贤君的治国原则,以便兴利除弊,这不算是“生事”。替国家整理财政,这不算“征利”。排除不正确的'言论,批驳巧言谄媚的坏人,这不算“拒谏”。至于怨恨毁谤的很多,那是本来早就该料到会这样的。

  人们习惯于得过且过的守旧之风已经不是一天了,做官的人又大多不为国家大事操心,以附和旧俗之见来讨好众人为美德。皇上却想改变这种现状,而我又不顾政敌的多少,想尽力去帮助皇上抵制他们,那么,众人怎么会不大吵大闹呢?过去商王盘庚迁都,群起怨恨的是老百姓,不仅是朝廷士大夫而已。盘庚并不因为有人怨恨的缘故,就改变他的计划;他考虑理由正当,然后做去,他认为正确,看不出有值得悔改的地方。如果您责备我执政很久了,没有能够帮助皇上大大地做一番事业,以此造福人民,那我自知有罪了。但如果说今天应当什么事也不必干,只是守着老规矩就行了,那就不是我所敢领教的了。
